Dr. Rumu Sarkar is a member of the faculty of the Africa Center for
Strategic Studies, Ft. McNair, and a long-time member of the adjunct law faculty of the
Georgetown University Law Center, Washington, D.C. Previously, Professor Sarkar has served
as General Counsel for the 2005 Base Closure and Realignment Commission (BRAC), and
General Counsel for the Overseas Basing Commission, two military commissions established
by the U.S. Congress. She was formerly Assistant General Counsel for Administrative
Affairs for the Overseas Private Investment Corporation, where she managed a diverse
administrative law portfolio in support of U.S. direct loans, loan guarantees, political
risk insurance and investment funds in developing nations. She was also a member of the
Office of the General Counsel at the U.S. Agency for International Development. Dr. Sarkar
has published Development Law and International Finance, now in its second edition, based
on a course she teaches at the Georgetown Law Center. Dr. Sarkar received her LL.M and
Ph.D. from Newnham College, Cambridge University, her J.D. from the Antioch School of Law,
and her B.A. from Barnard College, Columbia University.
